On a small shrub in a clients yard. Heavy infestation. She is going to have a tree company remove the shrub.

Commentary

Thank you for your report! I agree that looks like European Pine Sawfly. Larvae can be removed and destroyed. There should be little danger of escapees persisting off their host plant.
