I think it’s a phaneroptera nana.

Avatar of commenter Thank you for your report! I agree with your identification. This exotic katydid seems to be established in the Portland area. There haven't been reports of them causing significant damage.

Location

I saw it on an oak-leaf hydrangea in my back yard.
