Description of specimen

I worked for the South Santiam Watershed Council Stream Surveyor. Part of my job was to identify and log GPS locations of invasive species. I know what Japanese Knotweed looks like and that is what this is. Please let me know how soon it can be taken care of because I only found it at the end of last summer, but I don't know how long it's been there and how much it has spread.

Commentary

My brother and me would like to become certified to spray invasive species because we float and walk the local streams such as Crabtree and Thomas Creek frequently. What would it take to do that?
