Good afternoon Mr. Varner,
I appreciate you reporting to the Oregon Invasive Hotline about the Himalayan blackberry issue on neighboring property.
Blackberry is a very aggressive weed that is widespread in our area. As such we strongly encourage landowners to control blackberry on property they own or manage.
We have prepared a Best Management Practices document for you to share with your neighbor. This document can be found online (http://weedwise.conservationdistrict.org/weeds/himalayan-blackberry-rubus-bifrons). I encourage you to share this information with your neighbor and have them contact us directly if they have any questions.
In some incorporated portions of the county municipal nuisance ordinances can be applied to landowners that do not actively control there weeds. Please contact your local municipal code enforcement office if you live in an incorporated area of Clackamas County.

Remedy
Himalayan blackberry has gone by many names in the Pacific Northwest, and there is yet a common consensus on which species are here and what to call the most dominant species. However, control options are similar.

Our neighbor, who I have never met because of the layout of their house to ours, has allowed Himalayan Blackberry and English Ivy to grow out of control. It is invading our yard where we work hard to control it. Their property is about an acre and they have told other neighbors that their property is too big for them to take care of so they won't do anything other than what is immediately around their home. The area has about a dozen douglas firs and several decidous species where the invaside understory growth is climbing the trees. The entire fence line runnning parallel to Chessington is affected.
