Thanks for the report, Lisa. There really aren't any requirements for removal of poison hemlock, although, sure, it's certainly recommended. Vacant lots are tricky when it comes to contacting owners; we typically send letters (for other species) to the owner listed on portlandmaps.com.
Poison hemlock (among other invasive species) in a vacant lot addressed 2625 SW Corbett. It's adjacent to a sidewalk that is frequently used by students to and from school as they pick wildflowers; concerned about safety due to the poisonous nature of the plants should they be tempted to pick the flowers once in bloom.
