Commentary

Thanks for your report! I am not sure who has jurisdiction of that area but will let the Oregon Department of Agriculture, the local Soil and Water Conservation District, and Oregon Parks and Recreation staff know about your findings.

ODA staff found the location on 8/16 and collected a sample which was verified by the Oregon State University herbarium to be Lysimachia vulgaris. The location was treated and will be monitored for re-growth. Further surveys on the Willamette up and downstream of this site are planned for next July when the plant is in full flower again.
