Very clearly garlic mustard--many rosettes of right size with unmistakable leaves.

Extending all the way up the bluffs from the trail over a ~30' stretch, also some tracked along trail edges for a short distance in either direction. It's growing quite thick in the area and is nearly impossible to miss.
