Description of specimen

Neighbor has this a fence-line border. 5 to 6 foot tall, about 100 feet long.
We border Eagle Fern Park in Clack Co.


Commentary

How do we get rid of this? Husband and Father-in-law suspect that they are highly allergic to this. Pods are dropping off plants in an unbelievable amount. Neighbor has animals that have access to the plants, so we are not sure of what chemicals we could use.
