Hi Tina,
Thank you for reporting this to us and notifying City of Tigard. Armenian blackberry is so widespread in Washington County (and other Counties) that it is a lower priority for us to control. We can certainly provide information to landowners to help them control it themselves or pass along info to their neighbors (see useful weblinks below).
Himalayan blackberry has gone by many names in the Pacific Northwest, and there is yet a common consensus on which species are here and what to call the most dominant species. However, control options are similar.
