Description of specimen

Our members are reporting heavy mats of this aquatic plant on the lower reaches of the Tualatin River. Folks are in disagreement if it is floating marsh pennywort or frogbit. It has geranium like leaves and a stem that attaches to an underwater root system. It appears to prefer attaching itself to snags in the river. The stem stands up 3-5 inches from the water's surface.
