Description of specimen

I've been battling this unknown plant for 4 years now. The roots are deep, and look like wood. But the fresh shoots look more like a lupine. These have a slight tangy scent and despite spraying roundup, digging up the massive wood like roots, covering up the ground where this Bush thing was growing. It still keeps coming back up. It doesnt get noticeable flowers either. It grows to at least 8 feet tall, since that's how big it was when we moved in. Since then I have cut it down, dug up the roots, covered it, sprayed it with roundup and it seems to be flourishing. In the winter it does seem to lose a few leaves and turn into woody stocks.
