Dear Nyssa, this is a nice image, but since the cicada hasn’t taken on its adult coloration, I can’t say what genus it is, let alone species. It is clearly in subfamily Tettigadinae, but I don’t know much more than that (see https://bugguide.net/node/view/794007). The most commonly encountered genera in this subfamily in Oregon are Okanagana, Neoplatypedia, and Platypedia. Thank you, Helmuth Rogg
