Saturday, April 11th, I photographed red eared sliders (3 individuals) in the Delta ponds.

Thanks so much for taking the time to report red eared sliders from Delta Ponds. Very nice photos! Unfortunately these invasive turtles are already known to inhabit delta ponds. I will forward your report to the City of Eugene for their records and potential response. Perhaps they will have some opportunities for you to get more involved as you suggested.
There will be a training workshop for folks interested in know what new invaders to be watching for in Eugene on June 18th. It will be at Mt. Pisgah Arboretum from 5:00-8:30pm (includes dinner). It seems like something you would be interested in. Let me know if you would like more information.
