Description of specimen

I recently started a job at Benton SWCD where I'm becoming familiar with this plant, but I still live in Portland and saw this on a run yesterday. It has the classic oblong leaves rather than skinny leaves you see on other Euphorbia species, and the 3 bracts on the flower.
