It looks like hogweed to me.

Hi Mitch, could you take a photo or attach one you took? So far in Lincoln county we have only seen Cow Parsnip which is quite similar. Thanks

Location

Roadside giant hogweed is spreading aggressively across western Highway 18 and into the northern end of Lincoln City, for example at Wildwood Cafe on Highway 101.
