Description of specimen

Looks similar to a large yellow jacket, but with a green head and brown body

Commentary

Dear Jonathan, this looks like Tachytes distinctus, a native species of square-headed wasps in the family of Crabronidae. They don't have a common name, but like sandy soil and are predators reportedly on grasshoppers.
