Description of specimen

My neighbor on the corner of NW 9th and Holly used to have a tree (wild I believe) on their side of the fence. The last couple of years I found several shoots growing in my yard. Thinking that a bird may have been dropping seeds, I didn't think that much about it. They cut down the tree probably 6 months ago and now it seems that the new shoots are much worse. They can grow about 6" per week and I think that it is spreading underground. There are new shoots in each direction probably 50 ft away. I would guess 100 shoots total. I don't know how to get rid of it before it takes over my lawn.
