Hello and thank you for your report, and apologies for the late reply. This looks to me like a native aquatic garter snake, which are found in this area. They are harmless to people. We saw them when we walked under the bridge. The baby snake ( Nerodia sipedon )and mAybe an adult that my daughter saw were in a small pool of water filled with tadpoles . The name of the place looked like Seattle bar
