Description of specimen

I discovered a stand of what I'm fairly confident is knotweed (not sure which varient). It's a stand of it by the road maybe 20 ft wide max maybe up to 7 ft tall as estimated from driving by it multiple times (we got a picture of it included from car.) It appears on the left side of this grouping is dumped lawn clippings from someone's yard so it makes me wonder if the knotweed was introduced that way or possibly its already dispersed in the thread area and worked it's way up to the road, hopefully not. This seems to be just outside of Newberg official city limits making it county. With it being right on edge of road and near the stream area I'm not sure if it's public or private land it's on.
