They are either nutria or muskrats. There’s about 5 of them and potentially more lining the creek.

Nutria are a common sight and widely established in the Willamette Valley, making control difficult, however exclusion can be effective. I spotted 5-6 nutria living in the beneath the bridge on the trail near Spyglass park in the Bethany neighborhood. If you take the trail starting on the corner of Joscelyn and 165th place, it will lead you to a bridge that overlooks a pond and wildlife area. There have always been many ducks but recently there has been a consistent amount of nutria in the area, as well.
