Description of specimen

Large infestation of Hogsweed plants start out looking like carrots, then turn to something similar to Yarrow, then grow imto giant apx 8 foot tall plants that spread aggressively and are impossible to pull. I have been working to eradicate them, but am not getting cooperation from the railroad or other neighboring properties. I have been working on mitigate measures for 2+ years, but am disabled and unable to physically or financially manage this problem on my own. Also, the problem is coming from the public and railroad right-of-way and onto my private property. I am interested in securing some grant funds or some sort of assistance in mitigating this problem.
