Description of specimen

I am pretty sure the species is Orange Cotoneaster (just did not see it listed in the dropdown menu). I think it is on the Early Detection and Rapid Response list?

We have a 10,000 sq ft lot in Raleigh Hills and the Cotoneaster shrub is everywhere. Our nextdoor neighbor is facing the same issue and hoping to eradicate it as well.
