Commentary

This looks like one of our native burrowing bees, perhaps in genus Agapostemon. It is tough to tell, and there are in the neighborhood of 700+ species of bee in Oregon. These are sometimes called metallic sweat bees. They are unlikely to sting unless you grab them in your bare hand.
