Description of specimen

It flew away before I could take a photo, but it was a brilliant metallic emerald green and when it flew away there was a flash of orange from either the wings or the body. I looked it up immediately to confirm with the online photos

Thank you for your report! Without a photo it's not possible to confirm that you saw EAB. There are a number of iridescent green look-alike beetles in Oregon that are not pests. I am attaching a link to the ODA EAB webpage with some photos of other Oregon insects that could be mistaken for EAB
