An entire 1/2 block of what look like ash trees are losing their leaves, which look completely eaten or skeletaniszed

Thank you for being observant! Judging by the alternate pattern of leaves, this is not an ash (ashes have compound leaves with opposite leaflets), and therefore this is not an Emerald Ash Borer damage. If you are curious to learn more about ash trees, here is a link to an OSU article:
