This specimen looks remarkably similar to an emerald ash borer. However, the wings are a brown color rather than metallic green. Given that I found the specimen dead, I thought that it might be possible this is an EAB and the wings were sun-bleached or something like that. I looked over all of the native woodboring beetles and could not find anything that matched this one.
