Thanks much for your report! Holly is a plant that does seem to be well on its way to becoming a woodland invasive. I will contact the Tillamook SWCD, as they are the offical designated weed control agency in Tillamook County; also I will contact the Oregon Department of Forestry. I am not exactly sure of location so will PM you for that info. Please keep in mind that holly is not a listed invasive, and that ODF funding has been drastically reduced due to the state budget, so there is no guarantee that any action will be taken.

Mature, reproducing holly (Ilex aquifolium) with seedlings on opposite side of road. This is an area with some herbaceous weeds, but very little invasive trees and shrubs so I figured you would like to know about it. I work with invasives in the willamette valley and know the ID and plant well.
