I have given the property owner information off the web identifying it as an invasive species. They just cut it to the ground last year and it is bigger than ever.

Hello!

Thanks for reporting Japanese knotweed. I will forward your report to the West Multnomah SWCD and the local Cooperative Weed Management Area so they can be aware of this infestation. However, their ability to help may be limited since knotweed is fairly common in the Portland area. You did the right thing by providing information to the land owner. From the photo you submitted, the infestation looks small enough that it may be possible to dig it out. If so, they need to be sure to properly dispose of plant material by letting it dry completely on a tarp then putting the material in the garbage (not the yard waste).
