Description of specimen

Numerous weeds in various stages of growth with tall, thick, tubular stems. Stems are covered in burgundy blotches. Flowers are small white bunches.

For context, these weeds appeared last summer but the HOA responsible for the land appears to be telling landscapers to simply mow over the weeds. Since last year, they have spread all over and are growing more numerous, right next to public walking trails and homes.
