Small beetle like creature with an emerald green body. It flies and has a shiny polished brass appearance on the bottom.
Fortunately, this is NOT the emerald ash borer, but is a native Oregon look alike called the golden jewel beetle. It is common this time of year and is very noticeable!
In comparison, the emerald ash borer is smaller, typically a third to a half an inch long, is very slender with little taper from their head to their hind end, and are solid olive to emerald green (no other colors or patterns).
Since golden jewel beetles do not pose a threat and since they are native to Oregon, you can go ahead and release it!
