Description of specimen

Or a Citrus Longhorn Beetle. Or Oregon fir Sawyer.

Shiny black beetle, 1 inch length. Triangular white marking at base of neck, multiple small white dots on back, white and grey long antennae.

Commentary

Thank you for your report! This is not ALB, it is the White-spotted sawyer beetle, Monochamus scutellatus. This is probably the closest look-alike to ALB of all of our native species, but it has an orange peel-like texture to the wing covers versus the smooth and shiny (like patent leather) of ALB, which can be seen in your excellent photo. It is not considered a pest.
