Thank you for your report! That is indeed a cicada. I can't see enough details in your photos to identify the species. Our native cicadas don't make as much noise as the eastern Dog-day cicadas, and they don't have dramatic mass emergences like the eastern Periodic cicadas, so they don't get as much attention. None of our cicadas are pests.
