Thank you for your report! Unfortunately, without a photo or good description, there isn't any way to verify the observation. No Northern Giant Hornets (AKA Asian Giant Hornets) have been found in Oregon yet. Most reports have been Cicada Killer Wasps, a very large, fairly abundant native species.
