Based on the third photo this looks like it could be Nectria canker (https://pnwhandbooks.org/plantdisease/host-disease/oak-quercus-spp-nectria-canker). It does not look like SOD based on the photos submitted. You could submit a sample to the OSU Plant Clinic for further diagnostics.
