Thank you for your report! Holes in a line like that are made by sapsuckers (woodpeckers), not boring beetles.

I concur, those holes are from sap suckers, very common, won't cause significant damage and you don't have to do anything for that. Your neighbors dead trees...they look like western red cedar, which is experiencing widespread mortality in WA and OR. It is thought to be attributed to climate change, spikes in extreme high temperatures, and longer growing seasons. You can help your trees by giving them 1 or 2 slow, deep watering in the hottest months of July and August. Here is an ODF project that explains more about the cedar dieoff.
Not sure which species of borer we have but they are in the magnolia tree trunk in our back yard. Last year the neighbors behind us lost 3 large redwood (?) trees. I’m worried they may destroy other trees in our area
