Description of specimen
I think it is Azolla microphylla --Mosquito Fern.
The lake is covered in it.

Cannot determine a species ID.
Location
I have recently moved to North Albany and live on Thornton Lake. The lake has incredible biodiversity but is covered in the invasive aquatic plant Azolla spp. A group of homeowners would like some assistance in learning what we can do to rid the lake of this invasive species. Apparently, there is a weevil that may be able to control it but any advice on this sort of application would be great. Thanks,Susan Haig (Prof of Wildlife ecology, OSU)
