Thank you for your report! That isn't EAB. It's a cuckoo wasp (family Chrysididae) that is similarly emerald green and polished. They aren't pests and are not aggressive.

There are a number of iridescent green look-alike insects in Oregon that are not pests. I am attaching a link to the ODA EAB webpage with some photos of other Oregon insects that could be mistaken for EAB
