Description of specimen

I have this plant growing upwards to 6 - 8 ft tall. Last year, I had my gardener (who couldn't identify the species) dig out most of it. It has since grown back and is growing through the fence line into two other properties that border mine.

Large leaves, tuber type underground growth with white flowers.

The stalks break when dried out.

How will the county help with the removal of this plant?
