Submitter does not have a specimen
I am relatively sure the insects that I observed were the emerald ash borer unless there are other species of insects that are remarkably similar. I had not read the article when I observed them, so I did not capture one, but I am keeping my eyes out for another opportunity.

Finding infested trees before they are too far gone is difficult. Emerald ash borer makes D-shaped holes about 1/8" wide. Here is the address of Oregon Department of Agriculture's IPPM Survey and treatment projects EAB page
