What we think is a dead ash tree with insect holes in the trunk.

Commentary

Thank you for your report! This does not look like Emerald ash borer damage. EAB makes D-shaped holes through the bark about 1/8" wide. The galleries under the bark are S-shaped. Here is the address of Oregon Department of Agriculture's IPPM Survey and treatment projects EAB page
