Commentary
Thank you for your report! This is Boisea rubrolineata, the Western box elder bug. They are a very common native insect. They overwinter as adults and may be very abundant this time of year.

Location
Lower level in the Rose test garden, near the 1942 Queen Shirley plaque in a huge cedar tree.
