Description of specimen

Semi-aggressive.
Flip-flops aggressively on the ground.
Try's to duck under cover quickly.
Distance from deck to Nehalem River approximately 50/75 yards sloped downward to river.
I think it is a Cybister Chinenisis but want to be absolutely sure.
Killed it to have it on just in case.

Commentary

Thank you for your report! I think that is a native Predaceous diving beetle, not in the genus Cybister (we do have a native Cybister in Oregon, Cybister explanatus) but in the related genus Dytiscus. There is not enough detail in the photo to be sure of a species identification, but it may be a female Dytiscus hatchii.
