Thank you for your report! Your photo isn't clear enough for me to identify the species of wasp, but it doesn't look a giant hornet, which are more heavily built and have a bright orange head (I can't see any orange on the insect in your photo). Out of all of the reports, no Northern giant hornets have been found in Oregon yet.
