Description of specimen

It appeared about 18 months to 2 years ago, and I've tried to keep it from spreading, but it has established itself pretty well. The problem is, I don't know who the patch of land belongs to upon which the JK is growing -- either the City of Lake Oswego, Oswego Place Assisted Living, or the complex I'm living in, though it is outside the perimeter of my personal property.
