Thank you Tanya for this awesome observation! Goose Barnacles, part of the taxonomic order Pedunculata. There are numerous species that circulate the ocean by hitching a ride on floating debris. These barnacles are coming from Thailand, Europe and beyond. There is no way of controlling them from moving around throughout ocean currents. Great photo!
