Description of specimen

Have observed this old Quercus garryana from Brooklyn Community Garden for over 9 years. This year half the canopy failed to leaf out. Do not know if cause is disease or botched pruning job. Attended class on MOB and EAB this week offered by WMSWCD, instructor saw picture and encouraged me to report. I tried to photograph tree from several angles. Because it is in the backyard of a private residence, I didn't have access to inspect for signs of MOB infestation.

I've visited but nobody was home to give me access to this tree so I left a card. I'm adding this to our field maps for a follow up.
