Hi Bonnie, thanks for your report. We do know of several pairs of sterile wing-clipped mute swans in the Portland area. I will forward your report on to the Oregon Department of Fish and Wildlife for confirmation that this is one of those known birds and not a new arrival. Thank you for your report!
