Description of specimen

Because it is on State Park property, I just took pictures. Both of the blooming plants (a bright yellow), and the older ones, or dried, with long spiked thorn like stickers!

From your description of the plant and the area in sounds like the noxious weed gorse. This is a very invasive weed on the south coast and in common in the Cape Blaanco area.
