Large plant. I was initially unsure of what it was and identified it with the help of Google.
Thank you for your keen eye and for reporting this noxious species. It does appear to be knotweed. The Luckiamute Watershed Council has been combatting knotweed in your area for several years. I will notify them about this report. They may reach out to you.
Knotweed is very invasive and can spread through fragments of root or stem. Manual or mechanical removal is not recommended especially for large infestations. The root system is extremely persistent and cause damage to streambank stability as well as to the native vegetation.
