It was only a torso of a metallic green bottle that appeared to be stuck when coming out of a hole in the wood post. It was not moving.
The Golden Buprestid doesn't attack finished wood. This borer must have been alive in the post when the deck was built. It is not unheard of: there are records of these beetles emerging from furniture. Have a contractor check the integrity of that post.
There are a number of iridescent green look-alike beetles in Oregon that are not pests. I am attaching a link to the ODF EAB webpage with some photos of other Oregon insects that could be mistaken for EAB
